Webinar: The Competent Authority’s Role and Responsibilities in VTS Training — From IMO Resolution A.1158(32) to IALA standards, 18 Nov at 13H00 CET (12 UTC)

The competent and effective delivery of Vessel Traffic Services is dependent upon VTS personnel who are appropriately trained, qualified and certified. IMO Resolution A.1158(32) on Guidelines for Vessel Traffic Services is unambiguous in this regard: the Competent Authority bears direct responsibility for ensuring that VTS training is approved and that VTS personnel hold appropriate certification. Translating this obligation into a harmonized, internationally recognized national training framework requires a clear understanding of both the regulatory basis and the IALA standards that support its implementation.

This one-hour webinar is convened for Competent Authorities and maritime administrations with responsibility for VTS training governance. Drawing on IMO Resolution A.1158(32), IALA Recommendation R0103 on the Training and Certification of VTS Personnel, and IALA Guideline G1014 on the Accreditation and Approval Process for VTS Training, the session examines the full chain of responsibility — from international obligation to national delivery — and the respective roles of Accredited Training Organisations (ATOs) and the IALA World-Wide Academy within that framework.

The webinar is addressed to Competent Authorities establishing or reviewing their national VTS training framework, maritime administrations seeking alignment with IALA standards, and VTS authorities responsible for ensuring that their personnel are trained and certified in accordance with applicable requirements.

Upon completion of this webinar, participants will be able to:

• Identify the obligations of the Competent Authority under IMO Resolution A.1158(32) with respect to the approval of VTS training and the certification of VTS personnel;
• Describe the structure of the IALA VTS training framework, including the competency standards set out in IALA Recommendation R0103, the processes of recruitment, training and certification of VTS personnel described in IALA Guideline G1156, and the VTS training outlined in the C0103 model course series;
• Explain the accreditation and approval process for VTS training as specified in IALA Guideline G1014, and the role of ATOs within that process; and
• Identify the support available through the IALA World-Wide Academy to assist Competent Authorities in implementing a harmonized, IALA-aligned VTS training and certification framework.
